THE MISSION
Technology with a
public purpose.
VA’s Chapter 33 initiative supported Post-9/11 GI Bill education benefits. Interim tools and the Long Term Solution (LTS) helped process eligibility and benefit awards, with the longer-term aim of reducing manual processing and getting education payments to eligible students more efficiently. GAO identifies Agilex among the development contractors.
GAO-11-115: Chapter 33 development, funding and software testing (2010) ↗Why software quality mattered
Benefits processing depends on translating policy into correct software behavior across ordinary and exceptional cases. GAO’s 2010 review identified gaps in testing and requirements traceability. That history explains why test coverage, business-rule validation, and consistent acceptance criteria matter when a software decision can affect a veteran’s payment.

Our leadership’s reported contribution
Ji Tech’s leadership reports prior testing work supporting Agilex on VA education-benefits technology before Ji Tech was formed. That experience is presented as an individual contribution to software quality, not as a company contract. Public reports do not identify the individual’s release scope or establish that later program improvements resulted from this work.
TESTING & MISSION READINESS
How testing helps the program move forward
The priorities below are an analysis of the public system context, not a verified list of tasks completed on this engagement.
Benefit rules and boundary cases
Exercise eligibility and award calculations with changes in enrollment, dates, and other relevant inputs; compare expected and actual outcomes.
Traceable coverage
Link policy and system requirements to tests so reviewers can see which rules were checked and where coverage remains incomplete.
Regression after policy or code changes
Recheck existing award workflows and outputs after a correction to reduce the risk of introducing a new payment error.
The goal: find defects earlier, verify corrections, and give stakeholders evidence for release decisions. Testing reduces risk; it does not guarantee defect-free software.
PUBLIC PROGRAM RECORD
Later progress in automated processing
VA announcement, March 2013; not a current service commitment.
In March 2013, VA reported an average six-day processing time for enrolled students starting a new semester. It also reported that 46% of incoming documents for enrolled students were fully automated during February 2013. These are later LTS program results, not performance metrics for Ji Tech or its leadership. First-time eligibility processing had a different average and should not be conflated with the six-day figure.
